Usually when I have a vehicle come into my shop that wont start on its own but run on carb cleaner or starting fluid, I will hook a fuel pressure guage up and find the wire for the fuel pump as close to the tank as possible and probe it with a test light. have someone else turn the key to run or bump the starter and watch the fuel pressure gauge your test light should stay on for about 3 seconds. if your test light lights up and no fuel pressure you most likely have a bad pump.
