 fuel economy on carburated 22r

Been searching posts on fuel economy and was wondering if there's a consensus on whether or not a better breathing engine is the way to go for better fuel economy. My engine is tired, I'd like to rebuild it.
Also, besides the power loss turning a smog pump, is there any fuel economy gain removing all the other California smog equipment? Is just removing the drive belt on the smog pump satisfactory? Will this effect performance for other reasons?

I have an '86 toyota pickup with the 22r, 5 speed, 235's, standard cab, 4.10's and no ac or ps. I got 21 mpg. The k&n air filter bumped the mpg up 1 mpg in town, and 2 on the freeway.

My 84 X-cab 4x4 gets 18.5 mpg around town, doesn't really see the highway much. It has 9.50 tires and 4.10 gears.
