Body Damage is Cool

On my '94. Problem is more noticeable when cold, but still existent when warm. When I accelerate, it has no power (feels exactly like a clogged cat) until it hits about 3500rpms where it instantly picks up and accelerates normally after that. No CEL.

Ideas?
