If you want to be slick...install the fence about 6" inside your property line. That way he has no rights to your side.
Painting funky stuff on his side will only cause problems with the architecturally controlled neighborhood(HOA). Just install it all on your side of the property line and face all the boards on your side. He'll have the ugly side on his side and since it's on your property there's not much he can do..

He'll have the ugly side on his side and since it's on your property there's not much he can do.. I like the ugly side personally. I hang my kayaks, and fenders, and other car parts on them. My new property is not going to need to have a privacy fence. Just a few strands of barbwire to keep my goats in.

Does the neighbor HAVE to put up a fence too, or is he going to get a "freebie" from your buddy's fence? If the former, put pressure on him to pay half (labor and materials) thru the HOA, or just buld half the fence and quit. Or build it all and lien his property for the reasonable value of half the fence. And Jaysus, 10x10 posts??? Are they trying to restrain elephants?

He has to put up a fence too. He's basically gettin a free fenced in yard as everyone in the area is putting up soon.

And Jaysus, 10x10 posts??? Are they trying to restrain elephants? He's in Canada, it's probably 10x10 centimeters, which in this country is a 4x4 post
