The fence is being built. Boeing is moving ahead with their portion and several other GC's & fabricators have been building fence for some time now. Maybe you don't realize the manpower involved in building 600-700 miles of fence. It won't happen overnight. And unless you want them to force every fabricator in the southwestern US to stop what they're doing and build fence only it will take some time.
