There is a good book called IBM and the Holocaust. It a good read for anyone who thinks ID cards are a good idea.

Getting quite a bit off topic, but it doesn't seem that different than many of our own corporations (er, I'm sorry, "international" corporations), and their collaborations with regimes like Iran and China, including specificly to target and detain dissidents...think Google, Yahoo, and Microsoft for starters.
