Jim is right here most likely. That little device can be very aggravating. It makes the shoulder belts hold position so you dont bounce off the windshield in a stop. It usually has a swinging cam deal inside or a device similar to a pull start lawn mower and unless it is put back in exactly the same position it wont work right. The mechanisms may have fragged too and locked up. Shoot a little WD-40 in it, it may just be rusted up especially if your ride sits out in the rain alot.
