I did not read the whole thing. But from what I understand, they are supposed to give someone a warning first. Then some kind of citation ticket like second warning thin. Then if it still was not taken care of, they would get the boot.

And like said above, the guy said he had the parking pass on his dash board, but not hanging from his mirror.
