there was and probably is a big dispute about this
My idea was that a. all cars that have already a device like thiw hae it on the lower part of the radiator b. if the car is mouving the air hitting the radiator is sufficient to cool it down so the water doesent need to get cooled mechanicaly. I am measuring " is the water going in the engine cold enough?" instead ( if I was putting it on top ) how hot the water gets out of the engine. And in thiw way i Wouldnt take into consideration the cooling happening by the car mooving..
