The number one issue on the carbs is a AAP (Auxillary Air Pump). This is designed to add extra gas to the engine when cold, to help smooth out the idle. Is the #1 spark plug black, covered in soot? If the AAP goes bad, extra fuel will ALWAYS pour into the engine, causing it to run rich. Here is a quick easy test pic below:
