Need a Spot

I am having trouble with my Passport. When I try to put it in 4wd the light does go on on the dash but I don't think the transfer case is actuating and when I try to move the actuator to 4wd low the handle will move up to the proper position but it will not move over to the side to shift into low, it will not even go far enough over to pull down on the handle. Any ideas would be appreciated.
