Well...since the torque converter is bolted to the flexplate and the flexplate is bolted to the crankshaft, yes, I would say they should rotate in a 1:1 relationship.

Pretty much, if you have not seated the torque converter into the transmission, then you will not be able to mate the engine to the transmission. You may have to rotate the flexplate/converter to get the tangs on the torque converter to engage the front pump.
