For the 22R, carbed engine, poor acceleration/hesitation, the FSM checklist is:
1. Fuel line clogged
2. Float level too low
3. Accelerator pump faulty
4. Power Valve faulty
5. Choke Valve closed (hot engine)
6. Choke System

I would add to that list with timing chain position (is it on right) and serious vacuum leak. A can of carb cleaner sprayed locally around the intake and carb will help find any serious leaks.
