I am not an expert, but I agree. Did you check initial timing AND advanced timing (with the engine at higher revs). The later 22re's dizzy has no advance mechanism. The advance is controlled by the computer. If your dizzy doesn't have vacuum advance it would fall on its face at higher rpms.

Another issue could be your carb jetting, however, you changed carbs and it still does it, which leads me to believe that is not the problem.
