I had a good crawl under the dash and located the little ba$tard...under the drivers (right hand side) dash, pull the air duct out of the way, limbo my way in and perform delicat surgery with a light in my mouth, while the dog sniffs at my bum crack.
Got it out, yep low speed coil is broken...try to solder it, too dirty, so I replace with another piece of fine wire...now my low speed is the same as medium.
Went to Toyota and ran screaming from the parts counter...$52.00 plus GST (10%)
I'm gunna go to radio shack, get a couple of resistors of the right resistance and fix it myself. YEE-HHAWWWW!
