Ok next steps taken.
When rebuilding the carb I did not drill the plug to the idle mixture adjusting screw. I have tried all of the other suggestions so I figured this was the only thing I have not pulled out and cleaned. I went ahead and cleaned it. It started with out a problem and idles fine. It runs great, but when I turned it off I could not get it started. Evidently the carb cleaner I sprayed cleaning the idle mix screw hole and down the carb help it start.

All other problems are solved, it idles fine and once started continues to run. But, I still can not get it started unless I pour gas or spray carb cleaner in the carb.

It has to be something that is clogged somewhere but I have no idea where.
