Sounds like it is stuck forward.

When you flip the seat forward, does it slide the bottom about a foot closer to the dash? If not, slam it upright hard while pushing the whole thing to the rear.

My seat would stick from time to time in the forward position... Until I put MR2 seats in to replace them.
