Don't headlights have to be DOT approved in order to use them for onroad use?
I'm guessing your lack of respect for law enforcement comes from your lack of understanding. That is the source for most malcontents out there. It's a job. It has to be done. It's done fairly and professionally. We don't decide who a "dirtbag" is. They present themselves rather clearly when you deal with them everyday. It woul take more than derailing my HID thread to explain it but I'm happy to try I suppose.
DOT approval is up to the individual state to enforce. Colorado has no provision making HIDs illegal. The requirements for vehicle lighting is that no more than four be on at once, IE low beams and fogs/ low beams and KC lights, etc. They must be visible for 500 feet to the front and must be above a certain height and below a certain height. White/amber lighting to the front and rear amber to the rear only. Red and Blue for police fire ems only.
Those are the lighting requirements as provisioned in title 42 of the Colorado Revised Statutes.

Well they do if you look suspicious. That's just common sense if you ask me. Maybe not right in some views but I can still appreciate them doing it.

HIDs must be CARB legal in CA. I'd recommend a google session on CARB standards to understand them. They are a PITA.
