A year ago (?) I bought a Weber to put on my '84 Montero in Maine. One of the advantages of the one I bought was that it came premounted on a manifold. The seller claimed that all the necessary vacuum and fuel lines were attached to the carb, and were included in the sale. I have not yet mounted it on the Montero because I got it running with the original Mikuni, and a running vehicle was more important than a running vehicle with a Weber. So, the Weber, complete with manifold and hoses, sits in the house in Maine waiting for next year.
