For power you can hook choke wire to the ballast resistor attached to the ignition coil. Hook the choke wire to the side of the ballast resistor the the ignition switch is connected to.

One side of the ballast resistor is connected to the ignition switch and the other side is connected to the ignition coil. This will supply power when the ignition is in "run" to the choke coil.
