There is a switched resistor pack that allows for the various motor speeds. If you have 12v to the resistor pack, it doesn't mean that the motor is seeing voltage because the resistors may be blown.

The circuit that controls the blower also includes the switch on the dash.

I don't have access to the schematic right now, but you need to trace the switch and resistor circuit to see where the fault is before replacing the motor.
