Thanks Adam. Unless I get some alternate feedback, I can go along with the heavy strap being an internal ground. I have virtually the same drawing you posted and it does not show the screw/post assembly either, yet there it is. Hmmmm.... The issue with the starter eventually turned out to be the ignition switch (wired part, not key part). The starter refused to disengage once engaged. The brushes were worn out though, and I just ordered a set from Roger. Everything else on the starter appears to be in good shape and it passes all the voltage tests when hooked up to a battery.
