That's unfortunately not correct. Militarizing the police, and training the military in domestic policing - WITH the police, WITH foreign troops, has been a mainstay here in USA for about 15 years now.

Methodical conditioning - conditioning you (and law enforcement) to accept that a militarized surveillance and 'security' grid is acceptable in a nation of supposedly free people...And it's working. Just look at some of the posts here! Germany 1933 anyone?
