Doesn't matter if it has been a mainstay, it doesn't work well for either force. You can't really train a person to be able to operate as both a combat individual and as a police officer, reactions to hostile situations require completely different responses, and unfortunately the combat force training almost always over rides the police training, it is human nature. That is why most law enforcement agencies have both a patrol force and a tactical force, the mindset/training needed for each are completely different.

As to the NG statement, I have often heard my friends who are/or were once in the military say the same thing, "Toy Warriors" is what a buddy of mine who is an ex-marine refers to them as, and continued to do so even after he signed up as a reservist after leaving the Marines. However his opinion as well as most of the others has changed since the NG has been used extensively in Iraq and Afghanistan. He still refers to them as "Toy Warriors" as before, but his tone is the same as when he talks about Army, AF, or Navy personnel, i.e., more respectful than discriminatory.
