What I'm thinking bout is using a 1/4X3X2" rear bumper with 1/2 of the hinge welded to the passanger END of the bumper.
Then fabricating the swinging part with the other 1/2 of the hinge welded bout 3/8" below the bottom of the swinging bar. I figure the 3/8 will allow for any inconsistancy in the installation. Once I have layed it out on the table I may find that there is no reason to have that 3/8 in there and might leave it out all together.
Then on the other end of the bar a 1/2' plate welded to the Jeep side of the bar with a threaded hole in it to correspond with a hole on the swinging bar. A 5/8 bolt will serve as the latch..
Still planning but that is where I am now.
Hell! I don't even have the Jeep... It is still at the ranch.
