In general, "pipe" is of thicker wall material and often used for gas lines, conduit, or water pipe.

Most pipe benders have a single curved surface at the point of bend where a tubing bender will be an enclosed case around the point of bend.

In other words, you can use a pipe bender in place of a tubing bender. However, your bend will not be a smooth, rounded bend. At the sharpest point of the bend, it will have a "flattened" look.
