I Have a question a friend of mine wants to Tack Weld his springs to the perch on is LJ so they don't twist. Is this a good idea?

I wouldn't do anything that involves the application and removal of heat to a spring. May be remote, but there's a chance it could change the temper, and therefore the spring rate.
1977 CJ-7, fiberglass body, AMC 360 w/ headers, DUI ignition, Edelbrock intake and Holley 4150 carb, TF999, Dana 300, 4.56 gears lockers, York air comp, 4" susp lift, 2" body lift, BFG 35" M-T tires, Megashifter, AGR pump & box, REP8000 winch.

if he is that worried about the springs moving, he should just make a bolt on spring clip, like the front coils

Typical internet jeeping, worried that a spring moves? If we had a reason? more helpful and techincal advice would be easier to give.
Yes, heat on a spring is a no no, but a tack at the very end of a coil, would never hurt, but because a spring is a more lively metal than what you are "tacking" it to, a tack won't hold anyway. Then weld it so it does not move? Great plan, grinding out a welded spring to replace it? bizarre. Oh well.

Bad, bad idea... if he is concerned about lateral movement it is better change bushings or make new perches with enough form space to install new round bushings.
If he solds shackles to the frame it will cancel the normal movement and will make the jeep very hard in suspension, also, possible break of leaf packs.
