I have been rebuilding my carb, a carter 2 brl, I have looked at some carters online and mine doesn't have the big electrical connector or that pod for adjusting idle I think. My question is does my jeep have the engine control module with the stepper card?

Probably not if it was before '83, or maybe 81. I think the stepper motor went into the 83 and up models about the same time as they went wide track.

82 should have a stepper motor carb run by an ECU computer, but it may have been replaced with a non stepper carter 2bbl.
83 for sure.
