i have seen this problem before on Many Many Vehicles.

You have a flat or worn spot on the Fuel Sender Rheostat.

this is a fairly common problem to fuel senders. Since most people tend to NOT fill their vehicles up fully; the sender operates in the lower half most of the time. This will create a worn spot.

It is imposible to repair it ( unless you are me ) and you will more than likely need a new or used sender for the vehicle.

It is doubtful that the gauge is bad as they tend to crap out completeley. I doubt the float is bad else it would act up at any fuel level.
