Getting the Wheeling Fever

thanks for pics...i do not get the tensioner?? i see the 2 little holes in it and i see the little tool from ebay. I am supposed to adjust this. how is adjustment done? when i tighten the tensioner pulley bolt to 17 pounds then why would i mess with the little holes? i am missing something. why would i temporarily tighten the tensioner pulley? if the grenade pin hasnt been pulled it fits like real easy. so whats this all about?
