Getting the Wheeling Fever

Here's a trivia question concerning the timing belt tensioner pulley, do the 2 holes go above or below the bolt? I've seen both ways in the service manuals but no one ever says anything about it. <img src="/forums/images/graemlins/confused.gif" alt="" />
