Anyhoo. If you look at the pictures, it's a cammed center. Kind of like alignment cams on the rear of a FWD vehicle. If you rotate it towards the belt in a clockwise direction, it'll create tension. When you reach the torque spec, lock it down. Done. Top or bottom doesn't matter. It will find its home with torque. Perhaps that's clearer? If not, perhaps Eddie can translate this for you.
