Sorry to cross link another forum but it'll save me the typing. The circumstances sound suspicious - I have to wonder if while doing the bodywork somebody befuddled the vacuum lines. I've heard more than one person "find" they'd been switched at the VSV by someone working on the vehicle. See thread below:
