I'll spell it out a little clearer for you so you can try to grasp it.
1. European hazardous waste removal - extremely expensive with environmental beauracracy making it even moreso.
2. Dumping it in the waters of a third world nation with little to none international representation and avenues of recourse - very cheap.
3. Insinuating that those who look into the facts a little deeper than a 15 second blurp on the 30 minute nightly news hold to a conspiracy of destroying freedom lovers in Somalia - Priceless.
Speaking of the UN... Nick Nuttall - spokesman for UN Environment Programme:
"Somalia has been used as a dumping ground for hazardous waste starting in the early 1990s, and continuing through the civil war there,ö he said.
ôEuropean companies found it to be very cheap to get rid of the waste, costing as little as $2.50 a tonne, where waste disposal costs in Europe are something like $1000 a tonne.
ôAnd the waste is many different kinds. There is uranium radioactive waste. There is lead, and heavy metals like cadmium and mercury. There is also industrial waste, and there are hospital wastes, chemical wastes û you name it.ö

Yeah, I hear you... this is the miracle of the Western civilization. Whatever happens around the globe, the westerns are always the guilty party...

This is great, really. If we are guilty, it means that we are important.

Can't we all just get along?
Waste from Europe? Nah, they would not do that...oops, I have a little sarcasm dripping off my chin.
I think that (as always) there is a lot more going on behind the scenes than we will ever know. I think I trust the Navy to follow orders. The issue there is who's giving said orders, and the motivation behind them. I think that no matter what happens, somebody's gonna be pissed. I THOUGHT we had a policy of no negotiations with terrorists....when did that change?
That being said, if I was king for a day, scuba dudes from below.

Who's negotiating? I'm not out there, so I don't know all the details wrt what's happening and wouldn't be able to say, even if I did. What I DO know is that there are people that make twice my paycheck getting briefed and making good, logical and experience based decisions. There ALWAYS are...
As far as making decisions and giving orders, we can delegate authority but not responsibility, so ultimately, the orders come from one man, and he'll answer for the outcome. Whatever it may be...
