The 3.8 MIVEC is something like 260/260 HP/TQ.

I agree a single 16G will not be of great use on a 3.8, now two of them will howl.
I would not run less than two TD04H-13G-6 turbos based on 3K parts. They will spool below 2K and pull to the rev limit and provide full torque from 2200 to 4500 or so. Probably be falling off from 5K or so, fine for a truck.
