Perhaps I should have said broken and not stuck. Either the diaphram or the rubber valve has gone bad and that allows the valve to leak.

If you could find a way to do the same thing externally your carb would work just fine. There has to be another vehicle that has an external valve you could use to do the same thing.

You would want a valve that is normally open until you apply 12 volts.
