After you've replaced the cat and think you've exhausted your other options for fixing the root of the problem, then you might look into HHO systems as a catalyst for somewhat better emissions. A lot of people seem freaked out by them as if the whole concept is some sort of scam. It's not a scam. Do a little research. There are definitely related scams on eBay though.

Rather than linking to any particular product or design, here are a couple links to reviews of various HHO designs so you can decide for yourself:
http://www.hhoreviewstoday.com/
http://www.squidoo.com/hhoreviews
or see what other people think about it at this forum:
http://www.fuel-saver.org/Forum-Hydrogen-Brown-s-Gas-Systems

What I don't like about some of them (like the Gas4Free web site for example) is how they belittle the importance of how dangerous hydrogen can be. Particularly with 4 wheeling in mind, you might look into designs of a "bubbler" and/or a hydrogen flashback arrestor and/or maybe a safety device like: http://hhogassavermpg.com/default.html
You have to make sure that in a rollover, the water from a bubbler and the electrolyte chamber isn't going to drain into the air intake or otherwise create a hazardous situation.

You also have to plan on an additional 20 amp load on your alternator.

I have been researching this so I feel good about it and am in the process of building one for myself. So I don't have real world numbers yet.

Has you mileage dropped off, could be a lazy O2 sensor. The cold start injector could be leaking fuel into the system as well.

If you are running an after market Cat, that is likely your problem.

After I rebuilt my the top end of my 3.0 in '04 it passed smog in '05 w/o issue. It was a little higher w/the magnaflow than past tests, but nothing to be concerned about. In '07 it failed only at idle(still not enhanced smog here) w/only 9k miles on the cat at idle for both the HC's and the C0% After testing/cleaning/checking everything and a few trips back w/no change, the tech reduced the idle and it just barely passed. This year it failed again, set at the same idle speed and w/only 3k more miles since the last smog check. Pretty sure it was the cat I came home pulled the Magnaflow off, installed the original oem one, went back the next day and passed w/o issue.

More than tread lightly. Leave it like you were never there, nor anyone else.

Hey Leo, it's been a long time since I run into you...

I gotta go get my truck smog too...
I hope I don't have the same problem you do.
I had issue with TPS before which I passed smog by lowing the timing, passed smog then put it back to where it was...hehe.

Not sure if the V6 engines have the same vacuum modulated fuel pressure regulator that the 22REs have, but if so, make sure that vacuum line is connected as that drops fuel pressure when the engine load is low:
