Means...
1) was either unable to pass smog, or the owner was not using it regularly so they did not register it.

From my understanding there is no back pay for past registration once it's non-opp'd (say you don't register it again for 3 years). <img src="/forums/images/graemlins/kewl.gif" alt="" />
