Electrical no-no 1986 Pickup

Getting the Wheeling Fever

Next to the battery is this box. In it this is what I found. 2 pieces of cooper bent over on top of each other. They are hot with the key off. What is supposed to be there and what do you suggest I do to correct it. I am pretty sure this is not a good thing.
