Getting the Wheeling Fever

My fuel gauge reads three quarters full whether the tank is empty or full. The jeep is a Willys but the tank is out of a mid 70's CJ. The gauge is brand new but the old one did the same thing. The Stewart Warner gauge has one wire going to the ignition, one to ground and one to the sending unit on the tank. The gauge connections are good. In addition the ground from the sending unit to ground is also good. Any ideas gents?
