They aren't banning black cars. They are requiring a certain level of reflectivity in paint. Currently, there is no black paint that meets the upcoming standard.

Nope.. I have been on both sides of the fence with my old black 92' XJ (with no A/C and my gold 01' WJ (with A/C). I'm sorry to say it but when it is 95*F out and you don't run the air it's going to be a bit hot. I don't care what color your car is.
