Are you sure you're on the compression stroke?

If not, remove the driver side cam sprocket cover and align the marks - or - remove the #1 spark plug and rotate the engine until you feel air coming out of the spark plug hole, then continue rotating the engine until the balancer timing mark is at "0" on the front cover.
