1. Yes - you could remove the A/C belt without any worries (except the A/C won't work of course).

2. How are you trying to adjust it? - the adjuster is the idler pulley - there is a 17mm lock-nut in the face of the idler bearing and then the adjustment is done with the long 10mm bolt.
