Try jumping the connector, loosen the TPS, and allow it to snap back with the spring's tension. If the idle drops, it is working. Rotate it slowly back to the start point, stopping when the idle raises up. Back it off a hair until the idle drops again, and tighten it down. Then you know you will be able to set your timing, and the TPS is going to be about 98% correctly set. Anything better requires a multimeter, a steady hand and some practice.
