A slight correction to sunder's info, The TPS has three wires, (the IAC has four wires).

The Jeep JTEC OBD-2 system will go into closed loop in about 15 seconds once the O2 sensor warms up. If the O2 sensor heater is defective, but the circuit is not open, there might not be any codes. If the sensor is not heated properly, (internally) it will give false info to the PCM and cause crappy running!

Have you tried sunder's earlier advice and disconnected the upstream O2 to see how it runs in open loop?
