The relief valve is part of the oil pump on the front of the block, pax side on top. You'll see a hex plug there; that's where the relief valve lives.

If it's a Toyota filter, it also has a drain back, so you might think it's dry; does it smell like oil?

Also, if going by the stock gauge for oil pressure, remove one of the little 8mm plugs near your oil filter, install a pressure gauge, and see what you get for a pressure reading.
