Need a Spot

I have a 1997 Kia Sportage 2WD. All has been fine till it was worked on last time. Now Sportage seems to have NO Power. It runs smooth and is not missing. I started looking around and the knock sensor wire is cut. I have no idea how this happend but everything points to the last person who worked on it. Would a sportage seem to be down on HP (like half) because knock sensor is not hooked up (cut) <img src="/forums/images/graemlins/cheers.gif" alt="" />?
