Well, if the engine is new, then the compression in all cylinders should be good, unless you got a bad motor. Maybe the vacuum lines are not hooked up right, easy to make a mistake there.

Compare what you have, to what the manual says. Check for any cracked or split hoses. Don't leave any hoses out. It runs best with everything connected, and should pass smog also.
