OT here,
The Welder is a 1994 Miller Syncrowave 250. The circuit board is PN 138307 and has now been repaired at York Electronics a few times.
The visual damage was to a resistor and at least one 14 pin IC. York socketed all the IC locations and mass replaced them. I have no clue if or how they test the boards. I am not sure they do test them. For $300+ I could have replaced the $20 worth of ICs myself. At this time the contactor closes but there is no output. The welder did run intermittently for ¢ hr after the first time they had the board. Whenever the machine is set to remote control the High frequency is active. The local welder repair guy just says I told you so about board remans and will not come by to diagnose the welder. I think circuit board remans are in the same class as engine remans. Replace all and hope.
