It's just a excuse to round up "undesirables" The ole "driving while brown or black". It hits the people who can least afford it during these hard economic times. Not that I like smoky cars but the once a year or every two years is enough. To me sounds like some people need to be laid off to shorten our budget gap.

Not to mention of trafic mess that can cause. I think it's undue burden to the public considering California is the "car state" and just about everyone has a newer ride
